How deep should the soil be for a flowerbed?

I'm planning to order topsoil delivered for my perennial flower seedlings for my garden. These flowers will be 10" to 48" tall.

How deep should the soil be for a flowerbed?
If you are direct seeding most of perennials just take a light layer of dirt over them to sprout. There is no set depth unless you are planting annuals.


If you are buying perennials from a nursery, you plant them as deep as their root ball.
